    Job Purpose

    Under the supervision of the Senior Learning Manager, the Senior Learning Officer (Research and Evidence) actively support the Learning Team in the discharge of its core mandate of generating data and evidence to drive impact across the organization.
    In addition, he/she will support the identification, design, set up, implementation of research (internal and external), and the packaging of evidence from every work related to Sabre Education across all departments. S/He will also collaborate with the Program Team and the Fundraising & Communications Team to develop and package change stories and significant results for sharing to relevant stakeholders.

    Key Responsibilities
    o Oversee all MEL related activities (Baseline, monitoring ongoing activities, evaluations, documenting learning and reporting) for assigned projects.
    o Develop the required logical frameworks, MEL Frameworks & Plan and data collection instruments for assigned projects, considering the Theory of Change agreed for implementation.
    o Manage data collected and maintain indicator tracking system and a learning log across all assigned projects.
    o Support the Learning Unit to manage data and evidence, learn from, and demonstrate the impact of Sabre’s work.
    o Support the evaluation of Sabre Education programmes and activities by conducting analysis and investigations into areas for potential improvement.
    o Support the designing of evaluation tools that fit the needs of an evaluation and can be feasibly implemented.
    o Support the analyses of quantitative and qualitative information to draw key lessons learned from evaluations and research projects and communicating these to support organizational learning.
    o Communicate monitoring, research and evaluation findings to internal and external audience through clearly written reports and presentations.
    o Support the Senior Learning Manager in developing impact measurement processes in line with best practice in the industry.
    o Support the learning team in ensuring that learnings from our evaluations and project implementation are effectively communicated and shared internally to improve delivery.
    o Participate in meetings and conferences related to the progress of various projects in Sabre’s interest.
    o Support the Learning Team/Senior Learning Manager in organizing and/or preparing for meetings with relevant/required documentation/information and reports.
    o Provide relevant/right-fit and timely reports/information for funder Reporting.
    o In collaboration with the Advocacy, Program and Communication Teams, generate and maintain updated project information (in relevant formats) readily available for Sabre’s advocacy drive.
    o Perform any other duties assigned by the Senior Learning Manager as may be required from time to time.

    Preferred Qualifications

    Education
    o Bachelors in any of the following fields of study: Research, Monitoring and Evaluation, Social Science, Project Management, Data Analysis, etc. Masters’ degree is an advantage.
    Experience
    o A minimum of five (5) years relevant experience in donor-funded programmes and projects.
    o 5+ years of work experience in MEL.
    o Experience of MEL for complex programmes with use of evidence to inform programming.
    o Experience in developing and operationalising a comprehensive MEL plan and routine monitoring system, designed to track both output and outcome indicators.
    o Experience in facilitating MEL workshops and participatory events.
    o Experience of setting up online management information systems /databases.
    o Experience of developing MEL systems and tools at organisational level.
    o Experience in gender, equity and social inclusion in relation to MEL.
    o Experience of applied research methods and using formal research skills to evaluate projects.
    o Experience of analysing quantitative and qualitative data, including working with large datasets.

    Knowledge

    o Strong conceptual knowledge about theories of change, results frameworks, indicator development and reporting, data quality assurance, mobile data collection such as KOBO, G-Forms, and identifying lessons learned.
    o Understanding of education related issues in Ghana.
    o Knowledge of current best practices and thinking in MEL.
    o Ability to use analysis in order to drive improvements in performance.
    o Ability to interpret and distil research findings.
    o Analytical approach and ability to come up with creative solutions to problems.
    o Relationship management skills; the ability to establish effective working relationships with people at all levels, internally and externally.
    o Good written and verbal communication skills; able to communicate research and evaluation findings in an understandable and usable manner.
    o Excellent attention to detail.
    o Well-developed IT skills, including a good understanding of using Excel, SPSS, R, etc for analysis.
    o Excellent time management and strong organisational skills.
    o Ability to thrive in a fast-paced environment with competing priorities and to work flexibly and as part of an effective team.
